Some values, like trees (or love) you cannot measure by money. There are many functions of the trees that cannot be restored by any other means - only by planting another tree (cleaning of air, water retention, preventing soil erosion, accomodationg and feeding of many animals and insects, making the country beautiful...)

It depends on the land owner and the municipality on which the tree was cut. In Canada, this sphere of legislation comes down to the municipality. Check with your citie's office and municipal bylaws for a definite answer.
