They have trouble with it in anartica at -66 deg. F. it is not frozen but more like jello.

Freezes somewhere around -200f. As far as expanding it would expand at any temperature above it's freezing point.

There are three states of matter
solid, below freezing,
liquid, above melting
gas, above boiling
The temperature for each change varies with each material.
