I am in the WI National Guard and have a Bachelor's degree in Accounting. I am planning on taking the CPA exam this summer, but would like to use the military benefits for it if they exist--- I know they offer like C++ certification and CLEP exams for free and stuff like that....

Does anyone know if the army offers a program to study for the CPA exam (such as a Becker Review Course) or if they will pay for the exam itself?

The military won't pay for the exam, nor for the study material, unless it is approved, such as in a college course, then only a percentage. If, on the other hand, you are eligible for VA (discharged or retired from the military), then, yes, they will pay. I took college courses under Chap 34, for disablied veterans, and not only did they pay for the college courses, they also paid for the study course given by Becker, and also pay for one try at the exam.
Another option is to get a job with the state where you live. I did, and not only will they pay for the exam, but your annual dues as well.
