Yes, of course they can get married. They get married at the city hall by a justice of the peace. This is a recognized civil marriage by the state.
Even if you get married in a church, you still have to get a license from the city hall before the priest or minister or rabbi performs the ceremony.

Do religious people get married, because all marriages have to be recorded in a non-religious government office ?
Marriage is a contract between a man and a woman. It has nothing to do with religion, even though most marriage ceremonies are carried out in some church.
By the way, you answered your own question by using the word USUALLY.

"Do atheist get married," is the question. Notice the use of the singular form of the noun. Fascinating how often that happens.
Yes, atheists get married, two at a time, usually, hence the plural. They get married in what is called a "civil ceremony," since marriage is not solely a religious arrangement, but a civil contract as well.
You may have noticed that even in a religious ceremony, the officiating clergy says "By the power vested in my by the state of...".

It's amazing that people think marriage is only religious.
If so, why do married people...
get married by judges
get tax breaks
get health insurance benefits
get social security benefits
need a marriage license
Religion has nothing to do with these things.
Yes atheists get married all the time... and have lower divorce rates than most theists. Imagine that!

Yes, atheists get married usually in a civil ceremony. Marriage is not only a social commitment but a legal one as well. When you marry the spouse is entitled to tax, estate, government, pension and medical benefits along with debts incurred depending on the nature of the debt.

No honey, it's actually a government/lawful institution,
this is why you have to buy a marriage license at the court house before you are able to do anything "religious" at all,
many years ago, MOST people just usually went to the justice of the peace,
it was not so much a big to do then as it has become today.
Many people just simply like the atmosphere and the tradition "feel" (oddly enough since their grandparents most probably didn't get married in a church) of a ceremony in a church.
I myself got married in a wedding chapel.

This is a joke question, right? Marriage isn't "usually a religious sanctioning" at all - often, perhaps - but it is ALWAYS a legal contract. And, believe it or not, in some countries it is still legal to not believe in god.

Marriage is as much a civil institution as it is a religious one. It is (ideally) an irrevocable commitment of two people to each other, under God or whatever other authorities have meaning to them. Atheists just go to a justice of the peace rather than a priest.

Marriage is a legal sanctioning, not a religious one.
You are REQUIRED to have a marriage license before you're "legally married" in the United States.
You are NOT required to have a ceremony in a church to be legally married in the United States.
