younger sisters to come to the USA from the Philippines, how long is the wait for a petition to happen after it's filed, and is it faster for my wife to petition her 13 year old sister while shes a greencard holder or is it faster after she becomes a US citizen? We know the wait is probably 12 years or more but wonder exactly what the wait time is for that at this time.Anyway ty for any info I am sure someone knows some about this situation.

It will be faster as a U.S. citizen. She would be filing as an F4
On average the wait time from the Philippines based on the bulletin would be 24 years.( they are currently at 01Nov84)
As a citizen, the average wait time would be about 15 years ( they are at 22Feb92)

A green card holder cannot petition for a sibling. Only a US citizen can do that and, yes, right now the wait is around 12 years.

Greencard holders have to wait longer to bring a close relative (parents, siblings and children). Citizens wait less.

It would be a better idea that she becomes a US Citizen first.
She can start her petition paperwork being a resident, but once she become citizen the process WON'T speed up, and the waiting period for a resident could go up to 10+years...
