Depending where you are, you might want to think about contacting your local volunteer center. They may already have a great youth service program or have some reference materials for you to get a new group started.
My volunteer center uses curriculum from the Points of Light Foundation to help our youth leaders plan and coordinate all sorts of community volunteer events.

Do you mean people under age 18? What do you want to do? Do you want to start from scratch? Do you want to jump in and help some group that is trying to do good stuff?
