when i cry my nose gets all stuffed up, why?

Because crying causes the release of inflammatory mediators (e.g. histamine) that vasodilate the nasal mucosa (allowing greater blood flow), as well as stimulate the glands -- the combination of these 2 result in congestion and a stuffy nose
