How can you lose money on casinos, where the odds of every game are stacked in favor of the house?

the casinos themselves make money of course, but Donald borrowed too much cash to build them and the interest payments on the original construction bills are more than the house profits.

You are assuming that the right number of people are visiting the hotel. When you have a massive building like this with hundreds of rooms, and hundreds of staff the expenses are ridiculous. If not enough people visit to gamble, even with all the house odds, the house can still lose.
