You have to have the driver licence for the state or province that is your residence, where you work, where you pay taxes, where you vote. Traffic offences go into a central database. It doesn't matter where you get your licence, they show up. If you were to come into my office in Manitoba, having just moved here, it wouldn't matter where you came from, your record would be checked online by DDVL while you waited, and transferred here. As we gave you your new licence your old one would be cancelled in your old state or province at the same time.

Hmm.. that's a tough one. If you get your license with you NY permit, then you will be (in the eyes of the insurance company) an inexperienced operator. That means that you will have to pay more for your insurance because they will look at it as if you were driving for less than 3 years, therefore making you an inexperienced operator. If you transfer your CA license, they will find your points and charge you for them (anything within the past 39 months). If your CA driving record isnt that bad, I would transfer the CA license to a NY license. It's easier, and there is no road test. If you only have a few points on your CA license, maybe 2 or 3 minor speeding (under 25mph over the limit) tickets then it will be cheaper for you to just transfer your CA to an NY license.
If you have DWI's and stuff like that... stick with the permit and hope that they dont find out that you were licensed in CA.

Where are you located now? Your driving record follows you where ever you go. As far as insurance $$$ are concerned, the points stay on your record for three to five years. However this doesn't mean that your license will have points on it if you transfer to another state. I'd say stick with the CA license. The points won't magically disappear if you use the permit anyway and why go through the hassle of getting your license again?

You can transfer a CA license for a NY license. Points received from a state other than that in which your license is issued can still show up on your driver's license. If you use the permit, chances are they will find the CA license anyway. Just turn in the CA license for a NY license. The points will follow either way. Just keep your record clean from now on.

it depends on how the state handles it, each state is different. What state r u trying to get a license for? I am sure they can look up any other driver's license's that you have. It may not matter.
