Go to Army's Personnel Office with a copy of your PCS orders. They should take Passport photos and initiate the applications.

Talk to your S1 or the legal assistance division of your JAG office. They'll be able to help you better. Make sure that your children and wife are enrolled in DEERS as well. Good luck brother, Hooah!
