If being cheap is your #1 criteria for getting a dog, then you need to re-think your priorities! Sure, you could buy one from a puppy mill for $150 instead of a reputable breeder for $400, but do you really want to do that? Do you want to give business to someone who just breeds dogs as fast as they can with no regard to health and breed standards and temperment? I hope not!

Consider a shelter puppy. German Shepherds are common enough that there's likely to be a GS mix in any shelter. Why must it be full blooded?
If you insist on a full blooded animal, try your nearest German Shepherd rescue group. Google German Shepherd rescue to find a chapter near you. They always need good homes for rescued animals.

No dog is cheap.You either spend alot on one whose health and temperament are guaranteed or you spend a little on one that requires constant and expensive vet care over the long term.
