I had to switch to firefox browser because I had the same problem....
I searched for a couple of days on the adobe forum, there seems to be a big issue with flash player not working properly with internet explorer......I finally gave up and switched browsers, and actually prefer firefox over ie now....

1) first see if there is any flash player installed in add/remove panel and uninstall it if there is
2) after that run the following two menus of ccleaner
cleaner > Analyze > Run Cleaner
issues > Scan For Issues > Fix Selected Issues

3) after that try to install flash player

u must first unistalled the one u have to install the new one
