To be blunt, it's used by people who are very weak in communication skills. Since they don't know how to express what they are thinking/feeling, they use the "ignore" game, making sure the other notices, and then requiring the other to guess what the problem is.
It's a waste of time at best, and quite often counter-productive, making things worse. There's a good chance the person ignored will get the wrong message (really?!) and do something that was never wanted.
The reasons created to rationalize or excuse using the "ignore" game are varied, but they all wind up with the same base. The person just doesn't know how to say what's on their mind. If they did, they would save a ton of time and confusion and just say it.

I'm sure there are plenty of reasons. But one that immediately comes to my head is to demonstrate that you aren't always at that person's beck and call, and that every single bit of you isn't entirely focused on that other person. To show that your own personal enjoyment doesn't completely revolve around that other person.
In other words, to play hard to get.

Thats the worst thing to do to me! If me and my boyfriend getn into an argument, and he ignores me! I hate it.. dont know why but it bugs me.. and i get even more mad..
I think its like to prove a point. or get back at another person!
