Dear "Lonewolf",
I tried reinstalling the Outlook a few times (including "repair") and it still gives me the message I mentioned earlier. I think there is something we missed. my question is "why does it look for a ".pst" during launch?

It looks for a pst so it can keep a local copy of your mail for when the connection to the mail server is unavailable.
