(Rev 13:1) And I stood on the sand of the sea, and I saw a beast coming up out of the sea, having seven heads and ten horns. And on its horns were ten crowns, and on its heads was the name of blasphemy.

(Rev 13:2) And the beast which I saw was like a leopard, and its feet like those of a bear, and its mouth like the mouth of a lion. And the dragon gave him its power and its seat and great authority.

(Rev 13:3) And I saw one of its heads as having been slain to death, and its deadly wound was healed. And all the earth marveled after the beast.

(Rev 13:4) And they worshiped the dragon who gave authority to the beast. And they worshiped the beast, saying, Who is like the beast? Who is able to make war with it?

(Rev 13:5) And a mouth speaking great things was given to it, and blasphemies. And authority was given to it to continue forty-two months.

(Rev 13:6) And it opened its mouth in blasphemy toward God, to blaspheme His name and His tabernacle, and those dwelling in Heaven.

(Rev 13:7) And it was given to it to war with the saints and to overcome them. And authority was given to it over every tribe and tongue and nation.

(Rev 13:8) And all dwelling on the earth will worship it, those whose names have not been written in the Book of Life of the Lamb slain, from the foundation of the world.

If you want understanding of this beast you would have to go back and read carefully the last few chapters of the book of Daniel. You will immediately see the similarities between the four beasts in Daniel and this beast in Revelation. We're clearly told in Daniel that this beast is a great empire being reigned over by 10 Kings, and one of those Kings will become great, will destroy three of the other Kings and will set himself up as a world leader. This is the one that we call the Antichrist. The dragon in the passage is Satan. Many of the other issues in this passage such as the deadly wond that was healed have been debated for centuries. All this takes place at the end of the ages just before the return of Christ.

The prophet Daniel also saw visions involving ferocious beasts. At Daniel 7:2-8, he describes four beasts coming out of the sea; the first like a lion, the second like a bear; the third a leopard; and the fourth, fearsome and terrible and unusually strong. Remarkably similar to the beast seen by John in Revelation. At Daniel 7:17 the beasts are identified as political powers. The angel Gabriel explains to Daniel what they mean. For instance the ram stood for the kings of Media and Persia. The hairy he-goat stood for the king of Greece.

Beasts are always used in the Bible to describe political entities.

The beast that comes out of the sea in Revelation 13 is, reasonably, no different. But having seven heads, it is not just one political entity. And notice from where it gets its power – the dragon. The dragon is none other than Satan. Compare Luke 4:6 where, in tempting Jesus, Satan shows him ALL the kingdoms of the inhabited earth, telling Christ: "I will give you all this authority and the glory because it has been delivered to me AND TO WHOMEVER I WISH I GIVE IT."

There is every reason to believe that the beast coming up out of the sea in Revelation is the worldwide political system of this world.
