If you are under 18 then you do need your birth father's permission. But you say your step dad has been in your life for more than 17 years, why do you need a piece of paper to prove he is your dad.
Anybody can be a father but it takes somebody very special to be your dad!

If you are under 18, then the adoption process will change the custodial parent. The court can order it without your biological father's approval, based on the fact that he has played no role in your life.
If you are over 18, then the question is moot since you are of legal age.
Besides, if he acts like a father, then why do you need legal papers to prove it? He is your father for all intents and purposes, and it sounds like he is the perfect true father. Your biological father is nothing more than a passing acquaintance.

Yes this is possible, im 16 years old and my step-father adopted me when him and my mum got married 2years ago. My brother and sister are only my half siblings so they didnt need to be adopted. Like you my dad is alive and hes been in and owt of my life, i think if your happy with your step dad, let him adopt you, i feel great because my family are a propa family now, we all hav d same surname and he treats me like his own! although im not too sure if he needs permission, my biological dad dint give a toss! but. . gud luk wiv ur decision :)

My partner is adopting my child. You have to do it before you are 16 or 18 (cant remember which), and the whole process takes approximately 2 years, and you still need to be under the required age at the end.
Its cost about £100 for court fee's and should be a simple process.

If your mother has sole custody of you and your sister, then your stepfather can adopt you immediately.
If your mother and birth father share custody of you and your sister (even if you do not see him, it's possible that he still has shared custody), your stepfather would need your birth father to relinquish his parental rights (through a legal document) before your stepfather could adopt you.

Im not completely sure but ithink if you want your stepfather to adopt you, you have to get your biological father to sign over custody and parental rights.

here in the Philippines it's possible. As long as the dude wants to adopt you and has the financial capability to raise you then he can adopt you. But you need your biological father's consent.
