i did some serious resistance training for my shoulder muscles back when i was 15.. im 16 1/2 now and my arms are quite skinny. did i harden/close my growth plates in my arms you think?

You may want to check with your doctor, it could be that you just don't build muscle easily. Back in August I severely sprained by ankle (worse than a fracture), and I tore the ligaments in my growth plate. I had t get a cast on to heal, but if you harmed your growth plate and didn't do anything about it at the time, then it makes sense.
