The only way that I am aware of is that you can download xp onto a system. However you specified that you can not start the system up, and hence this is an issue that needs to be resolved.

I would try the following first:

Reboot the system
Keep tapping F8 - ignore any beeping
A new boot up menu will appear
Using the arrows select Start Windows in Safe Mode
Press enter on this option

Allow Windows to boot up normally

On the log in screen select the Administrators account
Wait for the account to log in as normal

You will be presented with the xp safe mode black screen.
This is normal
If a pop up appears click yes

No go to:

Start Menu
All programs
Accessories
System Tools
System Restore

I advise that you reset the system back to at least a week before the virus. If you are not used to running a system restore simply click, restore my system to an earlier time and follow the instructions. You should note any documents and alterations made after the date your reset to will be removed from the system. You are advised to make backups.

Now run the system restore and your system will restart.

Allow it to boot in as normal as see if this resolves the issue.

If this is not the case and you still can not log in follow in method above to get into safe mode, and then use an anti virus application to remove any threats.

I hope this helps.
Please email me if you need any help or if this method fails.

if u have antivirus install on win 98 try to scan from it, if this does not work try to start win xp in safe mode, and repair it from there.
if u have win setup in the harddisk u can run it from the pc, copy the win xp setup on a flash disk, cannot do that then take ot ur harddisk and go to some friend or enngineer and getr him to copy the win xp setup files on ur pc,
note before all this make sure your pc is virus free or else the windows will be installed corrupted.
