Tiles on bathroom floor cemented in and I wish to "freshen up" the look .Can I just go over with fresh grout?Can"t scratch cement as you would normally

If the joints between your tiles are not deep enough (at least 1/2 the thickness of the tile) the new grout will break apart and fall out. If you can't remove the old mortar with a grout saw, you can use an electric grinder or Dremel to clean out your grout lines. Be careful.

You could but I would definitly seal the grout after you do it.
