Well first off they are ground feeding birds that's where all their food is, they don't forage while flying, so by walking around they find their food. Then why fly a few meters when you can simply walk along there, much less energetically demanding. City pigeons usually just scuttle out of the way because they know that people (most) won't do anything to them if they just move out of the way. If they do have someone trying to run after them or a predator goes after them they can simply fly off. Other than that they fly when they travel greater distances, when going to roosts, reach nesting sites, etc.

The launching of a bird into flight is a very taxing effort. Getting off the ground is the primary reason birds have such large breast muscles. Keeping a bird in flight, in contrast, is not nearly as difficult. Taking that jump into flight means that the bird must use valuable resources (energy, and therefore food) as opposed to walking or running which expends much less resource. Given the choice, if the bird feels like it's not very threatened, it will walk away rather than fly.
