LaPalma ... I used to work there. Since the end of the Cold War, activities there have been adjusted to fit a current, more-appropriate mission. To answer your question, though, yes, but it's not as if there's anything "under-handed" or weird going on. It's just that they serve a vital function that must be available to our military and civilian leadership in the event of certain national emergencies.

The official name was (and may still be) the "Alternate Joint Communications Center." You might search for this term, but you won't find too much about it within the .mil domain. Some people used to call it the "underground Pentagon."
