Depends on the readers perspective in some cases.When a person asks something like, "Do you believe in the one true God", then it is a question but is full of opinion that sounds more like a statement rather then a question.But it is all from perspective.In most cases a person will ask this to reinforce their own beliefs which sort of proves that the question was more of a statement.But in some cases, albeit rare, the question might be asked in a manner to discover what each answerer considers the one true God.So, it always narrows down to perspective.The only time I think statement or comment styled questions becomes abusive is when the question is asked in a derogatory manner.
