for those in California can anybody tell me if is true that if you don't have your seat belt on when you driving, you can get a ticket just like that ?
because what I know is that you can get a ticket only if the police pull you over for other reason and he see's that you don't have the seat belt on that's when he can give you a ticket for not having the belt on my brother was arguing with me about it

You are not completely wrong, but you are way out of date. It used to be the law in California that you could not be pulled over just for not wearing a seat belt, but could be given a ticket for that if you were pulled over for something else. That law changed effective January 1, 1996. Since then you can get a ticket just for not wearing a seat belt (and your brother has been right for over 11 years).

You can get a ticket if the police officer sees you without a seat belt. You don't have to be doing anything else wrong. It has happened to friends of mine.

They can visibly see as you are driving down the road that you are breaking the law. Yes, he can pull you over for no other reason than the seatbelt.

In Texas, we have a program called "Click it or Ticket". Our troopers and deputies get X # of overtime hours each month to work beefed up traffic enforcement, including stopping people for no other reason than not wearing a seatbelt.

Its a federally inspired law and not just State, designed to get States to comply or risk their highway funding from Congress because of the mass deaths on US highways. Everyone must have seat-belts on at all time, and it is a sufficient reason to stop and cite you. Not to forget all the other requirements like child seats, booster seats and so on.

yes u can get a ticket even if the police dnt stop u u might get caught in a camera dat r fixed along the roads mostly near traffic lights so u can get a ticket to ur house by post k

Yes. They can pull you over and cite you for not buckling up. They can also write a ticket if any passengers in the car aren't buckled up. This is not just in California, other states are enforcing this too. I put a weblink to a California police dept. below. Seatbelts do save lives, just buckle up. :)
