i think the letters stand for Federal Application For Student Aid, it is your first step to receiving many types of help with paying for college,,,,, grants, loans, etc are all based on the information you provide on it,,,,,, you can fill it out online,,,,,

as to the Philippines, do you mean as an American studying abroad? if so then yes,, it would apply
as to Philippine citizens, i am not sure, contact one of the colleges there
