Are you talking about the exact date meaning the time of day?
All you have to do is apply for a birth certificate, but order the paper version. I can't remember what it is called, but when you fill out the form, it asks what kind of birth certificate you want. It is an A4 size paper and lists the exact time of the day and other information not found on your wallet sized card.
