If you have ever seen or been through a Police Checkpoint than you would know the answer is yes.
I have seen one officer pull over as many as twenty cars at one time.
By that as a measure for the rule, yes they can.
If two are speeding and the officer commands them to stop and pull over.they both should and I have seen two stopped that way. One must always remember that driving a Licensed Vehicle is a privilege, not a right, Policeman can order as many as they want to stop. That is there Right.

Most certainly, that is what roadblocks are actually. Police have no restrictions as to the number of people they can detain, just what they are allowed to detain them for. On the other side of the coin, a police officer is risking loss of control, injury or even death by reaching beyond his capabilities.

One of my last traffic stops was a twofer.
Stopped the first one for speeding and cited the following car for following too close.

damn right they can. I've had one point at me and say 'sit down, I'll be with you in five minutes, don't go anywhere, I'm gonna deal with this (other guy) first". so I waited, and then he came over to server and protect. so Yes, they can definately stop two people at once, as long as one of them stays put where they are supposed to. -john (rock island, il)

CHIP stopped three cars at once and gave them all tickets. I don't think they're alowed anymore. They all can claim they were travelling at the speed of traffic.
