hi,
when in a weight lost phase, the thighs give up the fat last, because they are our strength to stand. same can be said for the butt. what worked for me was i used my home to help me toning the muscles, a wall, a sofa, a pillow, a ball...etc... try laying on the floor, near a wall, bend your knee, tighten that thigh and press it up against the wall and hold it a few seconds, release the thigh and repeat. the wall will give you plenty of resistance. then turn and do the same with your other thigh. do as many as you feel like doing, but the more you do a day, the faster the results. now, for the inner thigh, you need a ball...or big pillow...put it between your knees, then press those knees together...hold a few seconds, release. also for those inner thighs, while on the floor... open your legs into a V...as wide as comfortable, without moving them, bend at the waist, extend your arms and use your hands to walk down the carpet, as far as you can comfortably. don't press on to hard..you don't want to tear a muscle or ligament. and a 2 for 1... for your thighs and butt, while still on the floor, lay down flat, bend your knees... and tighten the muscles in your thighs and butt and hold it a few seconds and then repeat. If they're muscular... I dont like truly fats thighs. I dont brain in the event that they arent muscular, but when I smack one and it ripples for 15 seconds, that aint cool. I dont wanna see a lady with twiggy legs. Not into stick figures.

You should try lounges and swats. They are the best to target your thighs. You can also purchase Pilate's on dvd and vhs and the exercises are great for slimming the thighs without bulking them up. Also you can purchase the magazines "Shape" and "Fitness" they have great exercises and tips for sculpting your body. I love them and always look to them for guidance.

to get rid of the fat -- run or walk or bike or swim (breaststroke best)
to tone it -- my way is to lie on my back, and stick my legs out straight into an angle like this: \__ then open it like a V and move in and out...
(it will look gross XD so i only do it when there's no one else around...)
