my boyfriend and i have been dating for almost 4 months. He's in love with me, and im 99% sure im in love with him; every love song i hear reminds me of him, everytime someone mentions him or if i see him or talk to him i get butterflies, i spend time just thinking about us..(i know that all sounds corny) but theres 1% thats missing and i dont know what it is. Could is possibly be that we haven't kissed and im missing that one part?? or is it something else.

commitment. you are looking for something to tell you that this guy is ok to love. You want a guarantee of some sort. something that will seal the deal between you two.
Maybe it is something as simple as a kiss that wraps it up for you two. Maybe it's something more than that. I say commitment because it sounds like you want certain assurances about your relationship. The thing is, love doesn't work like that. Love isn't a guaranteed thing. It involves some risk taking and it involves trust and it involves faith.
Whatever it is that fills that 1% can only be determined by you.
ask yourself this, if he said to you, "I love you" would you hold it against him? Could you say it back to him and mean it?

Does he make your legs weak? Does he ignite a fire under you? Is his touch electric? Do his kisses sling shot you around the moon? Does he make you feel special? Do you feel safe and warm when he is with you? Does he hug you? Does he listen to you.

You are infatuated. Its a feeling that comes and goes, but mostly comes! LOL The 1% missing, could be 'love', which may or may not come in time. ORRR... it could be that he is the 1% missing. They aren't like us, you know?
