Legal every were but Utah and New York...You may have to go to the court house to register in your state...I have the list of the rules somewhere in here, i have been looking for them....It will be on the site.

West Virginia:
West Virginia now requires all ministers to register with the Secretary of State. You need to download an application at www.wvsos.com/licensing/ministers/m-1.pdf fill it out and return it with a copy of your credentials, a copy of your drivers license OR birth certificate, a letter obtained from Headquarters with TWO signatures and a $25.00 registration fee.
Wisconsin:
If resident, file copy of credentials
If non-resident, need letter of sponsorship of one of our ministers in Wisconsin Contact us for contact info for sponsorship

This varies with where you live. Go to the place where you get wedding licenses in your area. Make sure its legal (not everywhere allows this) Then you fill out paperwork and pay a small fee(it was around $50 where I live for a one day license). They will help you out with all information you need such as what paper work he needs to fill out and time lines that everything needs to be returned in.

You need to check with your State as to what the requirements are.
Here in Ohio not only do you need to be ordained by a church, you also must be licensed by the State.
