I have a few Mp3's and WAV files that I would like to snip so that I only use the middle sections of the song. For example In a 5 minute song I want to use minutes 2-4 and not the rest. What is a good program to use to do this? I am a windows based computer.

Use Cool Edit Pro 2 or SoundForge. I recommend the first one.

Also you can try to get Audacity Portable

Beautiful! Use Audacity. It is free, works great for Windows and can export files to Wav, Mp3 and Ogg vorbis.
Using it is quite simple and is not a huge program. Go to http://audacity.sourceforge.net/

There are many editing programs around, but this is just under full-pro and my radio station is using it quite a bit.
