He just came to Canada this year and he knows English very well. He is 17 and i'm 16 and we developed a good friendship!
He seems to like me in the way that he flirts with me and waits for me after class... recently however, we have been distant with each other!
But today I came to class wearing a new, low-rise top! lol
He noticed this and once again sat down next to me, followed me around to make sure he walked with me in the halls... and really I am not sure... does he just enjoy the attention of the people around us to see that he is walking with me?
Is he not interested in my personality? Is he interested in me at all as more than a friend?

If he didn't like you, he wouldn't be hanging around you so much. So enjoy and give him signals that you are friendly toward him. Laugh a lot and ask him questions about things he's interested in. If you need advice about something (say he's into cars and you have a car question) that will help things along - guys love to help a female out. Smile at him. Eventually he should ask you out.

Ummm, uh, well, guys LIKE to look at uh, interesting girl parts.
He may have been trying to see just how much he could see, and rather enjoyed himself, and you very much.
If your top was low enough, he got to see some very nice shapes, and maybe more.
There's a secret prize (actually 2) hidden in a girl's top, and if it and maybe your bra gaps just right a guy can win a glimpse now and then, just like a private peep show.

maybe he likes you and that he feels proud when others see him walking with you,and maybe "guarding"you at the same time so no one can approach you.
