With the gas, you may want to check with a vet, but the best possibility is that there is a food problem. She's a young dog, so you may need to put her back on a puppy food rather than a food for an adult dog. Some dogs also do well with one food while other dogs do better with others.
As for the obeying, that isn't something animals know instinctively. It takes training and work. Some dogs have an easier time learning new skills than others. Some also need to learn in different ways than others do. Simply repeating a command over and over and over is not going to help. The animal needs to be helped to understand the command. When you say sit, put her in a sit position and reward her. If you continue to have trouble, buy training books or take a professional class.

Make sure you are feeding your dog a high quality food. And if that doesn't solve all the gas, then give her a teaspoon of PLAIN yougurt with her dinner.
Puppies take time. She is getting used to her new surroundings. It took one of our dogs a month and a half to show his true colors to us. He was abandoned like yours, its hard to trust. Just be patient and reward her with treats when she comes to you. And you have only had her 3 weeks. Thats not a lot of time. Especially for such a young dog. Again, be patient with her, reward her and give her praise when she does what you want. She will learn.

Dogs are animals....they will pass gas. Don't worry, that's normal. As for the other puppy, she is still very young. It takes time to teach any baby, whether it is a dog or human.

First of all, all animals pass gas, just some do it more than
others. If you want to teach your dog to do things, you have
to take the time and show your dog how. They just don't do
it. If you want you dog to come and to sit, put a leash on the
dog, and sit in your living room, and while your holding the
leash tell the dog to come. He probably won't, so pull the
leash gently and bring the dog closer to you, keep doing it
until he reaches you. Than give the dog alot of praise and
a treat. Even though you made him do it. Keep this up and
he will start coming to you. Than after teach him to sit when
he comes to you. It just takes time.

Puppy's digestive systems are still maturing at that age & she may be sensitive to whatever it is you are feeding her. Is she a purebred? If so, talk to a breeder of that particular breed; they may reccomend a type of food, or they might be able to tell you about conditions that breed might be subject to. (Purebreds have a SLEW of intestinal issues they can suffer from) Again, try changing her food to a high quality brand, such as Eukanuba, Iams, Authority or Science Diet. Try checking out thers brands' websites as well; they may be able to offer a suggestion for a dog that is extra gassy! If none of these work, then check with your vet. Best of Luck!

Passing gas? Give her yogurt every day.
Say her name in a bright, cheerful, happy voice. When she looks at you, reward her. repeat. A lot. Like, 100 times a week for 6 weeks.
She is a baby. She isn't going to learn unless you teach her. Be patient.

It's only been 3 weeks. Be patient, such a young pup, is more interested in playing, than obeying.
As for the ''gas'', try switching her diet to higher quality.

Your dog is going to pass the cheese no matter...
just don't get flustered or mad because of it, she can't help it.
When she does it, if you shout at her "NO" or whatever, she'll have no idea what it is your trying to correct her from doing.
Just like humans, much depends on what we eat...perhaps changing her food occasionally might help you find one that reduces the tooting.
lol...the worst I've ever come across is this Great Dane that a friend had...when he (the dog) let loose, it was loud, it was long, and phewww!...it immediately cleared us out of the room....
anyway, I digress.
