Ok, here is something that he probably doesn't have but will be eternally grateful to you. A piece of bike clothing from Rapha.
http://www.rapha.cc/

My brother gave me a pair of their wool socks and it is a class product. British bike mags review their stuff and it even surpasses the quality of Assos, a Swiss maker of premium cycling clothing. Rapha tends to be retro but that also makes them cool. Your guy will not come across many others who use Rapha.

Another great gift would be a pair of carbon fiber water bottle cages. For the super exotic and super-duper light, Tune makes these cages that are only 9 grams. The only lighter ones are made by Tune also at 4 grams each.

Unless you are a cyclist and understand all this stuff please stick with a gift certificate.

My pals know I'm obsessed and give me cycling related gifts and, well every time, they get me something that I either A) don't need B) Allready have C) crap brand or doens't work for my bike or D) the reason I don't have it is because I'd rather spend $200 and get a good xx then spend 20 and get crap.

BUT...if you know that they have a bicycle shop that they are tight with (they will) then you can probably go in there, drop their name and they will know exactly what bike they have, what they have allready, and what they need. My boyfriend just went into the store and asked if they knew me, they did, and they went from there (they suggested a gift certificate...but still)

A computer that will tell the speed, distance, time and all of the other goodies.
I have one on my bike and my double jogging stroller. . I love them.
I gift basket with a mini pump and water bottles that can be mounted on the frame.
Try a gift certificate to a local bike shop for a "tune up"

Buy the best available book on "bikes". Any passionate bike-lover would appreciate an encyclopedia on bikes - covering the history of bikes, evolution of bikes from starting to the modern-day bike, types of bikes, technical & engineering nuances around bikes, best models globally, biking competitions etc... but make sure you buy the best one and don't compromise on the content. The richer, the better. Goodluck.

The best gift for any true bicycle junkie, is a "Campangnolo corkscrew". Even better if they enjoy good wine.
They run between $75-100. Can be found on Ebay or from most large bicycle retailers.

Other than the bike you might consider:

Tools. (Liddles are doing a reasonable set at the moment).

Clothes, especially things like base layers in the winter.

Shoes/SPDs.

Accessories - Decent lights, mini pump, slime, etc.

However, another option - adventure days. I know that many outdoor sites will have test days, advanced tuition days, etc. Might be worth looking into these.

Luck

What kind of bikes? You can get a Campagnolo wine bottle opener, or check out Resource Revival for a whole bunch of bike-related stuff. You can go inexpensive with a chain beer opener (I LOVE mine), or go nuts and get a SWEEEEET glass-top coffee table made with old rims and chainrings!
