Firstly, sizing. Adjust the saddle height so that your leg is nearly extended on the down stroke. If the frame is too big, there will not be a great deal of room between the saddle and the cross bar. If it is too small, you will exceed the maximum extension marker on the seat post.
Now stand with the bike between your legs and your feet about 6" apart. There should be about 2" - 4" clearance between your girly bits and the X bar. In this way you won't hurt yourself when dismounting.
13 sounds about right, but even so, manufacturers vary, especially on geometry. Best advice, go sit on the bike. However, the bigger the frame, the more metal you have to move.
The Trek are good bikes, very forgiving. I would buy one of these when learning.
The Specialized has better geometry for attacking trails. A better machine for the more aggressive/experienced rider.
Note: If you are buying a male frame, your sizing will need to take account of the fact that, typically you have longer legs and shorter body. This may alter your size choice.
Hope this helps.
Luck

I am exactly the same dimensions as you, and I've been riding a small specialized for years...different models, but always small. Women's geometry is mostly smoke and mirrors...although some of the components like grips and saddles are worthwhile. I also think that Trek's are not as good a mountain bike. Trek is in Wisconsin...Specialized is in California. How many "mountains" are in Wisconsin? Not too many. Lotta dairy farms....Go with a small Specialized, you will not regret it.

Hey girl, the best way to get a well fit bike is to go to your local shop and get fitted. They will tell you exactly what size bike you should have and can help with adjustments once you get it.
Oh, I recommend the Specialized, Trek is pretty much crap.
Good luck!

I would say 13" but go to a bike shop and see what fits you. What if your legs go up to the ears.
