You can't. The IRS will not discuss another taxpayer's business with you.

If you are the beneficiary receiving the child support you might accurately surmise that the offset took place when you receive your money. Yourlocal child support agency may be able to tell you that funds are on the way but nobody can discuss the specifics of another taxpayer's information with you unless the taxpayer has given you Power of Attorney.

You cannot. Unless you are part of the child support petition.

Child support information is confidential. You cannot access it anywhere.
