you cant, but your caseworker can let you know if their tax refund (state/federal) has been submitted for tax refund intercept or not and if its been taken yet.

You can't. The IRS will not discuss another taxpayer's business with you.

If you are the beneficiary receiving the child support you might accurately surmise that the offset took place when you receive your money. Yourlocal child support agency may be able to tell you that funds are on the way but nobody can discuss the specifics of another taxpayer's information with you unless the taxpayer has given you Power of Attorney.
