If we are talking the Christian God of the Bible, it depends on how literally you interpret the text, what kind of context you assign to the text, what shades of meaning you assign to the original Hebrew and Greek, and whether you take the Bible as the final authority on matters of faith.

conservatism and liberalism are only labels that we put on things to make them make more sence to us, and to make us feel like we have a 'base' to support us. god is beyond the need of that, so no, he is not a conservative or a liberal.
