I had keyboard that gave me this problem once. It was keyboard that had alternet functions for the F keys this worked fine in windows because you could turn on and off the flock key however on windows XP boot the F lock key wouldn't work. Anyway anytime I wanted to boot to windows XP I had to sawp out to another keyboard.

there could be many causes to your issue. last week i've had a problem like this in one of my PC.
in my case, i just take the harddisk out and do a full format from another PC first, then its ok.

however- there seems to have bad sector already... don't know how long the disk will last ...
