Most definately they can. As long as they have the will and desire, theres no stopping them , even the huge injuries such as this. You will see in the ufc and pride, and all other mma companies, that fighters get injured all the time, but sooner or later end up back on their feets and ready to go. This is all just part of the game, but it is a great game and should be played well. So, it doesn't matter what happened, as long as he is healed and is ready to go then everything is ok. I remember when tim sylvia broke his arm in a mma bout, but look he is back and fighting better than ever, and he just had is match against randy the natural couture. It all depends on the person and what they want to do with their lives.

Coming back from an injury is sadly, a part of the sport, but it is possible. Make sure you follow the doctor's directions and get cleared before training.

Broken bones are common injuries, according to my research... As to the severity, it is very situational... however there are hundreds of cases of people recovering from broken legs (any bones on the leg) and I don't see why not...

Physically well you only know that for sure but yes, Mentally mabey never.
