I don't know,but it doesn't matter because if the voters of California get a law like that which could start freeing them from the scourge of illegal immigration that is slowly destroying the state it would only get overturned by the courts, as every other law is that is designed to reinforce the idea of America having a right to sovereignty. California is at this point a lost cause and should just be given to Mexico as we seal our border,that way it doesn't poison America with all the social and economic damage that has been done to it by illegal immigration,and radically ignorant government policies.
