Is your computer freaking out or are you?
Anyway, it has nothing to do with your video card. It's probably related to the size of your icon cache. I don't know how to change the icon cache, but it's harmless anyway.

upgrade the RAM. Go to your favorite electronics discount store, and anyone that you talk to can help you with it.
Alternatively, right click on your menu bar, and click "task manager". it will open up, and you will see all that is running at that particualr time. click the "processes" tab. right click on explorer.exe, and then click "end process tree". Your screen will go blank except for the task manager. You have just ended everything that is part of Windows. Don't freak out. then in the top left corner, click file/ new task, and type in explorer.exe this will restart windows explorer, but without all of the file sharing programs, chat programs, IM programs, and all of that other stuff that you kids seem to have all the time now.
Now that you are running faster, and the blinking has stopped, go to your favorite electronics discount store, and get that RAM that we were talking about.

1.right lick on desktop
select properties
click on the settings tab.
is colour quality set on HIGHEST? ( if you have less than 256MB RAM, then this is normal for you )
2. Okay let's proceed..click advanced
click on monitor tab,
is the screen resfresh rate set to 60Htz? ( If not set it to it temporarily and see if this fixes the prob )
3. Let's proceed..exit out of this tab
Now Click on the Appearance tab
Click on Effects
Make sure the first option is left UNCHECKED.

Try deleting your cookies and temporary internet files as well as defragmenting. Then, you need to run other programs to check for Trojan's, Backdoor agents, worms and parasites. The progams listed below are free and spyware free. I use all of them. You should also get a firewall installed.

I think your computer load is too much, and doesent have enough power to reload your desktop, try removing background programs (close them), and see if that help.

if it is not your video card then it could be your monitors settings and connection so check to make sure everything is set up properly.
It could be a glitch in the OS, in which you might have to re-install it again.

it sounds like to me that you have to many files on your computer's hard drive you need to delete some programs off of your hard drive & free up some hard drive space you need that space for your computer to run smoothly it take free memory to run your computer the right way.............
