It looks like they're cleaning each others heads. They do it in the evening when they're roosting.

As long as they aren't pulling each other's feathers out it is perfectly fine. If you start seeing bald spots, then you need to add more toys and possibly seperate them.

Finches love the ostrich feather toys, swings, and bells.
