There is only so much you can do if the original is poor to begin with. The sharpen filter (under Filters along the top menu bar) will sharpen your image. The problem is that it might make it worse. You end up with a blurry picture with jagged edges. Try to slightly sharpen the image and perhaps add some contrast under Image>adjustments>brightness/contrast. The Unsharp Mask filter is a better sharpening filter. In either case, you can select preview to see the results before you apply them.

If the blurring is not severe, you can try using the Sharpen tool. Go to the menu > Filter > Sharpen. There's a few options for sharpening. The end result may not be as good as having a photo taken in focus.
I recommend that you save the edited image as a new file. Just in case you prefer the unedited version.
If the blurring is severe, you can still use the sharpen tool. Bear in mind though, the end result may not be what you may be hoping for. The best thing to do is either retake the photo or accept it's imperfection as part of what makes life beautiful.

You can send it to me and I can see what I can do with it. Other than that just use the filters and try to sharpen it, or you can make duplicate layers and sharpen each layer then blend them and see if that works, this is only a guess but try it.

try to sharpen them to reduce the blurring, however, it doesn't work in all photos, just give it a try.
