and another question
how to copy one image to another?by not unsing the movetool?like just shading it

use the lasso tool and trace the hair once you have it selected then just adjust the color and only that section of the picture will change color. Same thing when you wanna move just a section of a pic use the lasso tool when you have it selected click the move tool then it will move that part or you can copy it to a new layer it's up to you.

If your photo is in RGB mode than Select Magnetic Lasso Tool and with this select the hair from it's edges Modify it with 3 pixel & Feather 2 pixel & than make a new layer via copy. You will get modify & feather command in select menu.Now go to image select adjusment & than color balance & by sliding the slider to left & right all three sliders to get your color of choice. Your second question is not clear.

You would want to use the wand tool and then set the tolerance to like 10-20% and then zoom in about 300% and then while holding the shift key click on the hair until it completely covered.
Then select your tool for coloring the hair and color away.
Use the paint bucket it fills it quicker.
