No, the ball and chain was discontinued a long time ago, along with chain gangs and forced prison labor.
However, some states do use inmate road crews to pick up trash on the sides of the highway. This is a voluntary assignment.

No they do not. The "chain-gang" was reinstated a few years ago for a short period of time, but the state bent to popular opinion and relented. But even with the chain-gang, inmates were chained to each other, not a ball. The ball and chain has been out of service for decades.

no, that is an very outdated way of detaining prisoners. they use wrist and ankle cuffs now.
