if not free then really cheap.

Well.. not CDs, but you can find many sites with podcadst to download. htpp://www.japanesepod101. com is really good, for example. But. you don't say what language you are interested in!

Yes there are cds and dictionaries for sale in book stores. In the Philippines, they are cheap I do not know in your locality.
