Definitely just decorative -- it provides a transition between the shaft and the clubhead. It should be a tight fit, but if it is loose, a little bit of epoxy will take care of the problem.

its true that ferrules are cosmetic. its just use to cover up the joint between the club head and shaft.
more importantly is why its seperating from the head. so we can prevent even after fixing the gap. there are 2 possible reasons. one is that the epoxy wasnt apply enough at first and vibration causes the seperation. the other one is expansion and contraction. for example i use to leave my clubs in the car 365 days a year, and the car heats up pretty bad and metal head expands more than the plasitc ferrule and pushes it up.

The ferrule is cosmetic, but you also might want to see what it is that caused it to separate. If the epoxy wasn't applied right, that could cause the clubhead to come off. But the ferrule itself won't prevent that.

I'm going on three years golfing with a 3-iron that has a separated ferrule. No problems whatsoever. (Except that it bugs me when I see it. lol)
It's decorative. It neither adds to nor hampers the swing or club performance. No worries. ; )

Only if it rattles or is otherwise distracting. The ferrule is cosmetic only. Use a very, very small dab of shafting adhesive to hold it in place. Don't use superglue as it is brittle and will break quickly.
