Sunscreen will not prevent you from getting a tan (no matter what the SPF rating).. What it will do is slow down the process of your skin from burning..
I use Mexoryl products. I would take a lower SPF Mexoryl product over a high SPF non-mexoryl product anyday. I haven't seen them in the US yet as they only recently were approved by the FDA, but you can still get them in Canada.

An SPF greater than 30 will generally block 75% of the tanning effects of the sun. However, most advertised sunblocks are really only sunscreens. To really avoid any possibility of tanning, the only way is to wear protective clothing and/or stay out of the sun.
There are a few types of true sunblocks that will filter out 100% of the UV spectrum from ur skin. These are made from either zinc oxide or titanium oxide. Not a lot of these are sold in the US though. Look around.

When i went to the lake i used SPF 45 and i got a good tan. It all depends on if your skin is very sensitive or not. My aunt used SPF 35 and man she got dark plus she had very sensible skin.

The SPF 45 is a good start...you should also purchase a burka, a golf umbrella, some of those cataract sunglasses and go out only at night.

I use SPF 50+ sunscreen every day if the sun is shining (Even in winter or if it's cloudy).
Wearing face make-up helps protect your skin too if you're female - but remeber to wash it off at night and make sure it's a type that won't make your skin worse anyway!
I try and keep my body covered up as much as poss too.
