A high WBC count often means an infection. But if the condition is chronic, then it could be something more serious. White blood cells are the cells in your bloodstream (which is mostly red blood cells) that fight infection. Most of them die after they've been used up and turn to pus (dead white blood cells). If there is a big infected area, such as fluid buildup in the hip, tons of white blood cells are produced to get into the battle with the bacteria causing the problem. Hope that helps. I'm assuming that, since you know the WBC count, he's been to the hospital. I hope the professionals find out how to help this person soon.

he could have an abcess (pool of infection) on the hip, and the infection could be spreading to other areas, such as the lungs causing the cough. kid needs a doc to accuratly diagnose and treat.
