ok everyone is telling me to ask my neighbor / crush but whenever i try i get to scared that he will just laugh at me what do i do????????

Asking is actually the easiest part of a relationship. Getting rejected isn't so bad, it just means he's not the one. It's better not to wait because it'll make it harder to do later.
Just go for it! you can do it!
