In Paris, the majority of ready-to-wear stock shops are to be found in the 14th arrondissement, in the stretch of the rue d’Alésia that runs from the avenue de Maine to the rue Raymond-Losserand (metro stations Alésia or Plaisance).

When i went, it was just people selling them on the streets. We went to a few of the places other people mentioned, but the cheap ones off the street were more authentic and less expensive.
